## OPIUM COMMISSION
Peking, October 3, 1908.
I have been informed privately by my American colleague that it is the intention of the United States' Government to give to their Delegates on the coming Opium Commission the provisional rank of Minister Plenipotentiary, and that he has proposed to the Chinese Government that they should adopt a similar course of action with regard to their own Representatives.
I consider it more fitting that they should be called Commissioners, a title that is fully sufficient for the duties they will have to perform.
